Ray, I assume this is a subtle reference to VA2YTU. Your decodes indicate a power level of 0.1 W (20 dBm) is being used. W1TAG has a nice writeup on what FCC rules allow for hifers in the US (http://www.w1tag.com/Hifer2.pdf); namely, 4.6 mW (6.6 dBm) for a half-wave dipole and 2.3 mW (3.6 dBm) for a quarter-wave vertical antenna.
