Ray, I assume this is a subtle reference to VA2YTU. Your decodes indicate a power level of 0.1 W (20 dBm) is being used. W1TAG has a nice writeup on what FCC rules allow for hifers in the US (http://www.w1tag.com/Hifer2.pdf); namely, 4.6 mW (6.6 dBm) for a half-wave dipole and 2.3 mW (3.6 dBm) for a quarter-wave vertical antenna. Canadian rules in RSS-210 indicate the same field strength requirement for operation at 13.555 MHz (https://ised-isde.canada.ca/site/spectrum-management-telecommunications/en/official-publications/standards/radio-equipment-standards/licence-exempt-radio-apparatus-standards-list/rss-210-licence-exempt-radio-apparatus-category-i-equipment).
