In my 2 minute top-of-the hour recording here in Finland they were clearly on at 2300. They sometimes have late starts.

As of 2235 UTC, Mongolia on 164 kHz hasn’t shown up on any of the three Russian SDRs currently online. The carrier was barely visible, much weaker than usual when I checked at around 1200 UTC today. I will check again tomorrow and report back.
