Hi RayCan't say that I've ever logged any ISM band DX either. Part of that is due to the low power and part may also be due to the legality of "intentional radiator" status in other countries. Even in the US there's vanishingly few signals given the opportunity that exists.
I've never been able to find a list of countries that allow/disallow intentional radiation on 22M.
I suspect that DADT would be a viable approach for most situations though as a couple mW is likely not going to get a lot of attention unless one lives in N. Korea or an active combat zone.
