Also, the CW sidebands for US NDBs are typically +/- 1.02 kHz (generating an AM tone of 1020 Hz), so if receiving in CW mode, you’d hear “JH” sent in code at 258.98 kHz and 261.02 kHz, plus the carrier at 260 kHz. (In Canada, most but not all CW sideband offsets are 0.4 kHz, generating an audio tone of 400 Hz). So JH might be a good fit for your observation, especially that you felt the frequency might not be spot on 259 kHz.
