I can confirm that in terms of LF operating, the UK only has similar ham bands to the USA ~ 136kHz (restricted to 200 Hz bandwidth) and 600m. Moreover, there are no Part 15 equivalents whatsoever. The law is written such that if it isn't expressly allowed, it is absolutely forbidden to operate, and in some cases, even to listen - although this latter point does not apply to LF.

As an aside, there was a reasonably long period when the upper half the 88-108MHz "FM" band was used by the police radio system. It was illegal to listen to this, but almost everyone had the capability so to do.

Yes - it would be interesting to have details of the SDR so we could attempt some LF detective work,
