Thank you for the info, John.

Hmmm.. had not considered that. Will have to do a little more research and see if I need to change call. Will call the local field office and talk to a friend that works there for an unofficial opinion.

Yes, I am current. No email, just snail mail QSLing. Much more reliable!

Thanks a lot for the info!

I was told that part 15 beacons should not adopt callsigns of licensed stations, such as KCBS, WNBC, etc. I was told that using an amateur callsign on a part 15 beacon operated by the amateur licensee is acceptable. Specifically, the HiFer beacon I operate may identify with my amateur callsign.

Although I see your point as well- Someone possibly confusing the HiFer with a spurious amateur transmission. I am not an active ham, so I did not consider that. You brought up a good point.

I am not yet positive of this, but at least for now I think I will leave the callsign as is- K6FRC. Changing it requires bringing a computer to the hilltop, which is very difficult to access this time of year. My plan is to just see how it goes. Besides, I already have QSL cards being printed with the K6FRC callsign on them. They were ordered prior to my posting here.

Any VLF extraterrestrial signals would just change the magnetosphere (just bend it a bit). The magnetosphere is in a conatant movement due to solar wind and other factors that are many times the magnitude of the VLF signals. Possibility to detect any 'space' VLF signals inside the magnetosphere is like trying to detect the Lincoln saying his Gettysburg Address with an audio amplifier.
The only way to do the 'space' vlf detection is with a satellite OUTSIDE of Earth's magnetosphere. That means a spacecraft in the interplanetary enviroment ... at least.

International Marconi Day on 600 meters this year

Hi All:

Well the easy listening conditions are swiftly passing by, as most have heard on your receivers. With the storms and lightening, I'm seeing S-9+ static crashes now, even with 500Hz filters. I've been asked to mention this for anyone who may be interested. The International Marconi Day
( IMD ) is planned this year for Sat. Apr, 25th. beginning at 00:00 UTC lasting until 23:59 UTC, the 25th of April. What will be different this year is that there will be a UK 600 meter station for the first time, and an Award Station also. GB4FPR - will be working crossband contacts, transmitting on 502.000KHz CW, and most likely listening around 7.040KHz. Inquiries made to the ARRL about US Amateurs working GB4FPR, brought the response that the ARRL's understanding was that the UK experimental NOV's
did not allow " Out of Country contacts "; Inquiries made to the Webmaster/Coordinator of the IMD event returned to the contrary. Geoff - M0GRC advised that the holder of the NOV will know whether Out of Country, and Crossband contacts are permissible for their frequency. Graham - the holder on GB4FPR advises that his NOV permits Out of Country, and Crossband contacts, but he must transmit in CW only at an ERP of 10 Watts.
Further he advised that OfCom does not prohibit Out of Country contacts, nor was there any reference to such from the RSGB. I didn't go over them with a fine tooth comb,but a quick scan thru of the Part 97 rules addresses many aspects of Amateur crossband operation.The only thing specific I found was that contacts with other countries would not be allowed where it was prohibited by that country. If anyone is interested in trying for a crossband contact with Graham; be persuaded in your own mind about transmitting. I have presented all the information at my disposal on the matter. Of course there is no rule that prohibits " Listening " and sending a SWL reception report. I'll post more info on where to send reception reports for GB4FPR when it is available.

International Marconi Day Update

First : For those interested in trying for a crossband
contact with Graham - GB4FPR; IT IS PERMITTED.

Polish Radio management have decided not to renew the contract with TP
EmiTel to broadcast on longwave 198 kHz from Warsaw/Raszyn. This decision
has been made because of the financial difficulties of Polish Radio. The
contract will expire from the beginning of August. This means Radio
Parliament will disappear, as will the longwave transmissions of the Polish
Radio External Service, which currently uses 198 kHz on days when it is not
broadcasting sessions of parliament.

Nice 529 copy this evening on K8NDB/B on 13.562 MHz. I am located about 40 miles SE of Sacramento. Rx is an R-390A on a 160 foot inverted L antenna.

Thanks for putting the beacon on the air and giving some of us something to listen for!

You know, I'm not that sanguine about use of ham calls in Part 15 activity anyway. I personally think your FCC Field Office guy was being a little narrow in his interpretation re: the prohibition against utilizing call signs of licensed stations, Paul; but as long as it doesn't result in confusion with your licensed activity, I'm willing to keep an open mind.

However, I really believe this one crosses the line. Not only does he use his ham call, but if he signs /B with it, that very strongly implies it's not just some generic kind of operation, but specifically that it's a HAM BEACON. I sure wouldn't want to risk a citation for out-of-band operation with my call that way.

Your concern isn't without merit. To someone with little experience and a hair trigger, they *might* confuse the HiFer with 'out of band operation'. However, I can't imagine how a listener with experience, like yourself, would be confused so easily. Especially these days with internet instant lookup ability. Once someone puts that callsign into hamcall.net or QRZ.com, one can instantly see that there is a part 15 beacon IDing with that call on that frequency.

Even if the beacon op does not update their info, an email to the op via one of the afore mentioned sites will usually get you a quick email reply with the info.

Now, if someone else started using his ham callsign on a part 15 beacon, that would definitely cross the line!

Maybe this would be a good homework assignment for someone here. See if we can get an 'official' opinion from someone in charge at the FCC in Washington on this. Maybe it's time for an official word to settle the hearts of those with concern over this.

Contacting the FCC will get you a vague answer, and isn't recommended. Contacting the ARRL will get you a beat around the bush answer, and you probably still won't know. Ham radio stations are governed by the Part-97 rules, Ham radio stations are " LICENSED " by the FCC to operate in allocated Amateur frequency bands only. The use of a licensed call sign outside of an allocated amateur band would be ???? " out of band operation " , " Pirate, or Clandestine operation ". If you were a licensed ham operator; would you use your ham call in the CB band ???
If so; how long do you think you would get away with it ??? The same would apply to operating with a ham call in the GMRS or FRS band. Even though you may not find a specific rule pertaining to the use / makeup of a Part-15 callsign; Good logic will tell you to use the Inverse solution, ie: " what rule pertains to the use of the callsign I want to use ?? " If using " any old callsign you want " just because it's Part-15 is OK; try using a Commercial radio or Tv callsign. AHHH, what the heck, let's just use " WWV "

Well, GMRS requires a GMRS license, so it is nothing like operating on GMRS with an amateur license. An amateur radio callsign is granted to an individual. GMRS licenses are granted to families.. For instance, in GMRS a dad, mom, daughter, son, etc. can all use the same GMRS license because it is granted to a family. A commercial license is granted to a commercial business or entity. An amateur license is one of the very few types granted to an individual.

Part 15.225 does not require a license, or even that a station ID at all. Choosing to ID is voluntary, as well as the ID used.

Now, here's how it was described to me: The FCC says that the individual may use their amateur callsign for any amateur radio purpose. Since HiFer beacons are non-commercial under part 15.225, if an operator chose to use their personal amateur callsign, they are able to do so. They may NOT use the callsign of a commercial licensee or entity because it is not personally theirs to use.

Example: Even though I own 3 broadcast stations, I cannot use one of their calls on a part 15.225 radio because the license is not mine personally. The license was issued to an entity- it is the station's, even though I own the station. However, my amateur callsign is mine alone. Non transferable, etc. Yes, I can even use it on CB as long as I am operating under part 95 rules, including using a type accepted radio.

By the way... When out on the trails, some of the Jeepers use their ham calls on the CB, it's kinda funny.

I think the point is somewhat being missed here.

An amateur radio license is issued to an individual (or a club), to be sure. But it is not simply a license for that individual, as if it were some sort of alternate Social Security number that happens to confer amateur radio privileges--it is also the license for the amateur radio station normally owned and operated by that individual. The kind of license held by an individual is what the FCC calls "an operator/primary station license grant" (§97.5(b)(1)).

Now, look at the amateur station ID requirements:

§ 97.119 Station identification.
(a) Each amateur station, except a space station or telecommand station, must transmit its assigned call sign on its transmitting channel at the end of each communication, and at least every 10 minutes during a communication, for the purpose of clearly making the source of the transmissions from the station known to those receiving the transmissions.

Notice that the station transmits "its assigned call sign," not the operator's. When you do the mandatory ID, you are not identifying yourself, you are identifying the station. That's what's mandated. Identification of yourself as the operator is optional, be it a friend's station or a club station, except for certain specific conditions* where you must also transmit your own station's call sign with a special indicator.

*(Example from subsection (e): "When the operator license class held by the control operator exceeds that of the station licensee, an indicator consisting of the call sign assigned to the control operator's station must be included after the call sign." Even there, notice the wording..."the control sign assigned to the control operator's station," and not "the control operator's call sign.")

The license is assigned to both the operator and his station, but the call sign on the license is that of the station. Thus, its use in conjunction with any radio emission carries with it a strong presumption that one is identifying the station as being in the amateur service!

I respectfully submit that your local FCC inspector has it wrong. The issue has nothing to do with whether the call sign being used is that of a commercial station or not. It is whether it is being used in such a way that it could appear to be identifying a real, licensed station--of any type.

And, given that there was a case of a ham indulging in pirate operation on this band a couple of years back under a patently flimsy pretext of being Part 15 compliant, I'd be exceedingly cautious about associating my amateur call with genuine Part 15 activity there.
