Yes, RF-ballasted lights do produce local QRM in many experimenter bands, including LF. It used to be that coiled fluorescent lamps were the worst offenders, and LED bulbs were almost as bad. The latter have improved to the extent that some are no longer nearly as buzz-prone and drifty as they used to be, and can easily be taken for power line carriers. Kind of ironic that the cleaner a signal is, the harder it becomes to identify the source, in order to know whether it's something that can be mitigated in one's own home or with the cooperation of a neighbor, or whether it's something that has to be directionally nulled or else simply lived with!
